Introduction: Dario Amodei’s Official Response to Industry Rumors
According to a report in TechCrunch, Dario Amodei, the co-founder and CEO of artificial intelligence company Anthropic, published an official and unequivocal clarification on Monday afternoon. Amodei’s response comes in the wake of rumors and murmurs circulating within the technology industry, alleging that Anthropic supposedly supports efforts by the United States government to impose a ban on open-weight AI models originating from China, or even on open-weight models in general. Amodei sought to completely refute these rumors and clarify the company’s position in no uncertain terms, emphasizing that the company has never called for such legislated bans.
Clarifying Anthropic’s Position on Open-Weight Models
In a detailed blog post published on Monday, Amodei wrote directly, adding emphasis to his own words: "Anyone who has read my past writing should know that I don’t regard such bans as a useful measure, but let me state it clearly so that there is no doubt: Anthropic has never advocated for a ban on open-weights models."
This response from Anthropic's CEO comes just days after Jensen Huang, the founder and CEO of chip giant Nvidia, shared an open letter on Friday on the social network X. This post marked Huang’s first-ever publication on the platform. The letter was signed by a long list of leading AI companies, including Hugging Face, Meta, Microsoft, Mistral, and of course, Nvidia itself. In the joint letter, the companies urged policymakers to avoid imposing broad and “premature” restrictions on open-weight AI models.
The Industry Debate Around China and the Distillation Method
Although the open letter from Nvidia and the other companies did not explicitly mention China, the industry debate has largely centered on allegations that Chinese AI labs are growing in capability and improving their models, often by stealing intellectual property from their American counterparts. One of the primary methods mentioned in this context is "distillation." In this method, one AI model "bombards" another model with a massive volume of prompts in order to learn and analyze its internal operations and decision-making processes, thereby copying its capabilities.
In his blog post published on Monday, Amodei explained that, in his view, open-weight models fall into an entirely different category than the direct threat posed by China. Amodei wrote in the post: "Open-weights models that don’t have dangerous capabilities are a public good: they don’t cost anything besides the compute needed to run them, and they provide value to businesses, developers, and researchers." He clarified that he sees no issue with businesses utilizing these models, even when they originate from China.
Concerns Over Authoritarian Governments and Biological Weapons
Amodei shared that he has deep, long-standing fears regarding the AI sector, but routine business use of open models is not among them. His primary concern is focused on "authoritarian governments" building models that are more powerful and advanced than those in the United States, and using them to achieve "permanent military superiority" or to repress their own citizens. He noted that the Chinese Communist Party (CCP) is not the only authoritarian government that concerns him, but it is undoubtedly the one with the highest technological and operational capabilities.
Beyond this, Amodei expressed serious concern that advanced artificial intelligence would enable and facilitate the execution of "biological attacks," and not just attacks in the realm of cybersecurity. In his view, open-weight models present a particularly high level of risk in such scenarios, because it is very difficult to apply effective safety guardrails to them or monitor their actual usage once they are released. He supported this claim by citing a report from the UK AI Security Institute, which determined that once an open-weight model is released to the public, it cannot be withdrawn or its distribution prevented.
This view of Amodei’s stands in stark contrast to the main arguments of open-source advocates in the AI field. According to open-source proponents, providing free access to powerful models that are not exclusively controlled by a single commercial entity actually helps defenders protect themselves and develop tools to counter threats more effectively.
Proposed Steps to Curb China and Regulate Intellectual Property
To address the threat posed by China, Amodei detailed a series of steps that he believes could thwart and curb the country’s progress in this field. These measures include restricting China's access to powerful computing chips—a move that has been a long-standing and ongoing policy of the U.S. government—as well as calling for formal and clear actions to combat the phenomenon of distillation. The United States has previously threatened sanctions against China if it is formally determined that intellectual property theft involving American models has occurred.
Global Cooperation and a Unified Safety Testing System
Interestingly, Anthropic’s CEO noted in his blog that he supports growing efforts, some of which are led by the United States, to establish a dedicated safety testing organization for AI models. He emphasized that he supports this initiative particularly if the entire world, including China, agrees to participate in these tests and submit to them equally.
Amodei wrote in his post: "I think this idea is actually close to a consensus: I have been heartened both that the Trump administration has moved in this direction in recent months, and by recent industry proposals that would apply such testing to the most capable models regardless of their country of origin or whether they are open or closed (while exempting less capable models, such as those from startups and academia, entirely)."
In conclusion, Amodei added that for such a testing framework to be truly effective, it must be global, which means even the Chinese Communist Party would have to be part of it and agree to its terms. He estimated that such a move might actually be feasible: "limited cooperation around preventing AI biological weapons may be possible because it is in China’s interest too."
